Apart from Kashmir issue this is really important that India has made this a routine process to blame Pakistan as soon as they know about something.
Be it Sumjhota Express incident, Parliament Bombing and any other incident. The fact remains that all of these incidents were later investigated and came out to be one or the other separatist moment.
